Peter Ojeda did not spend a year outside a cell in the last decade of his life — and still ran Orange County the entire time. He was, by the Mexican Mafia's own account, the only member in the organization's history ever to control an entire California county alone.
He was a senior member of La Eme — known on the street and inside the California state prison system as Sana. From a federal cell at USP Lewisburg in Pennsylvania, 2,500 miles from his territory, he directed murders, collected taxes from street gangs, and held authority over the 3,400 Latino inmates inside the Orange County jail. Even MS-13, when operating in Southern California, was forced to function as a subordinate franchise under the structure he built.
This video covers his rise through the F-Troop street gang in Santa Ana, the January 1992 meeting at El Salvador Park that installed the tax system still operating today, the gentrification consequence Sam Quinones traced back to that meeting, his 2005 federal RICO indictment, the war with Armando "Hard Times" Moreno for control of the Mexican Mafia's Orange County chapter, Operation Black Flag and the Sixth Amendment scandal it accidentally exposed, the package plea deal he refused to confirm in court, and the operating table in a federal medical facility in Missouri where his life ended on June 7, 2018.
Sources include federal court records from the RICO and VICAR prosecutions, investigative reporting by Sam Quinones, and on-the-record commentary from former Mexican Mafia member Rene "Boxer" Enriquez.
