From First Responder to City Manager: Lessons in Leadership & Emergency Preparedness

How does a career in law enforcement prepare someone to lead an entire city? In this ICMA Member Spotlight, Bill Ayub, city manager of Ventura, California, shares how 37 years in law enforcement—including four years as Ventura County sheriff—shaped his approach to leadership, decision-making, and emergency preparedness. Ayub discusses preparing communities for the unexpected, building public trust before a crisis, and applying lessons from public safety to the broader responsibilities of local government management. He also reflects on serving his hometown, learning from fellow city managers, and the value of professional networks like ICMA. Whether you're an experienced local government leader or just beginning your career, Ayub’s insights offer practical lessons on leading with purpose, preparing for challenges, and serving your community.
