The controversy began after Congress president Mallikarjun Kharge addressed a rally at Haldwani's Ramlila Ground on August 8. Days later, a “shuddhikaran” ritual was reportedly performed at the venue. Congress leaders alleged that the ritual reflected caste discrimination and untouchability, while the BJP denied any involvement in organising it. On August 29, Rahul Gandhi addressed a press conference in New Delhi and demanded action under the SC/ST (Prevention of Atrocities) Act against those responsible for the alleged purification ceremony. He described the incident as an example of untouchability and questioned the BJP-RSS over the issue. However, a day later, an FIR was registered against Rahul Gandhi himself in Haldwani. The case was filed under Sections 196 and 299 of the Bharatiya Nyaya Sanhita and Section 3(1)(q) of the SC/ST Act following a complaint alleging that Gandhi had given a caste angle to the ritual and hurt the sentiments of members of the Scheduled Caste community. The allegations remain under investigation and have not been established by a court.
