Rwanda 30 years after genocide: in 1994 its economy shrank by half in twelve months and income fell to about $111 a person. Today Rwanda is often called "the cleanest country in Africa", a reputation built on a plastic-bag ban, a monthly Saturday of community work and a fine for skipping it.
This video follows how the country got from there to here, and what it cost: the 1994 genocide against the Tutsi and the collapse that followed; the Gacaca community courts; Vision 2020 and debt relief; the 2008 bag law and Umuganda; the 2008 UN-Habitat award (an award, not a ranking) and Yale's 2024 Environmental Performance Index; the female-majority parliament, health gains, gorilla permits, the Kigali Convention Centre and the "Visit Rwanda" football deals; and the fine print: elections, critics abroad, press freedom, the poverty-data dispute, Gikondo, M23 in eastern Congo and the UK asylum deal, each with Rwanda's response.
Documents shown: UN Security Council Resolution 955 (1994); Rwanda Law No. 57/2008 on polythene bags (Official Gazette); World Bank Doing Business 2020, Rwanda profile; U.S. State Department statement "Presidential Election in Rwanda" (5 Aug 2017); ICTR judgement in the Media case (3 Dec 2003); UN Group of Experts on the DRC, final report S/2024/432; UK Supreme Court judgment [2023] UKSC 42; gov.uk breakdown of Home Office costs for the Rwanda partnership.
People and places in this story: Paul Kagame, President of Rwanda since 2000. Kigali, the capital. Volcanoes National Park (mountain gorillas). Gikondo, a site in Kigali. Arusha, seat of the UN tribunal.
