This video is a recording of the Laclede County Commission’s public meeting on September 17. The video has seen no significant alterations or cuts. Thus, the recording provides not just the commission's decisions but also much of the decision making process. (00:00) After the commission opened with a prayer from Pollock and Pledge of Allegiance, Angst asked the Record to give an explanation for new recording procedure (01:43). The Record explained that part of the paper's reasoning was to improve accessibility to the Commission's meetings and also noted the possibilities for increased awareness about county events. (06:35) Minutes were approved for September 3 and 10, with an amendment for the September 10 minutes that updated parking lot bid information approved. (08:21) On the County Development Tax Application for the Lebanon Rural Fire Department, the commission has tabled approval until contact can be made in order to clarify the proposed use of the funds. (10:00) The commission approved the funding of Conway's School Resource Officer, who is a Laclede County deputy. The total amount was $56,875.52 in when considering compensation and benefits. (15:13) The remaining balance of ARPA (American Rescue Plan Act) funds was discussed, but a use has not yet been decided on. Angst reminded the commission that a decision should be reached soon. The obligation of ARPA funds is due December 31, 2024 according to the National Conference of State Legislatures. (45:48) The commission will appoint two members of the newly formed Dispatch Advisory Board. Layman put forward the name of David Reid, but as Pollock has not yet determined his choice, the commission is yet to formally approve any appointee. (47:14) The commission went through a discussion on various road, maintenance and upkeep projects as well as conducted routine business (57:12), which included executing warrants--note that this does not refer to criminal warrants but business warrants and the amendment of the fiscal budget to incorporate a grant Cansler obtained for the Election Services Fund (59:00). (1:11:35) Looking to the future, the commission began discussions on the county's Open House, which will feature the ribbon cutting of the 911 center and extend invites to state and federal officials. (1:14:36) Pollock also promoted the upcoming Agriconomy Week on October 2-4. (1:22:19) The commission then did a walkthrough the 911 dispatch center with the audience, which the Record did not attend, before adjourning. September 17 Written Agenda: The Laclede County Clerk's website hosts the written agendas and minutes of commission meetings. Recorded governmental entities may make requests and suggestions on recording policies as per Missouri Sunshine Law, and the Record will reserve the right to consider said suggestions with the counsel of Missouri Press before deciding whether to integrate them. Time stamps for major topics will be integrated into the video description as well as autogenerated captions for the video. Those who give public comments during the meeting or otherwise contribute significantly to public meetings will be noted in the description. Likewise, government officials, high profile citizens and other public figures may be listed in the description. Private citizens will be referred to as such until they contribute a public comment during the Commission meeting. When a public meeting goes into a closed session, the Record will cease its recording for the closed portion and provide a brief explanation for that section. If the Record is not present for part of a public meeting, we will note it. Comments are currently turned on for public meetings. Please adhere to YouTube Guidelines and basic standards of civility.
