COLREG Rule 5 — Look-out is the most relevant rule during a watch handover. A proper lookout must be maintained at all times, including while information is being exchanged between officers. The relieving officer must obtain a full appreciation of the situation before taking over. IMO COLREG overview

Rule 2 — Responsibility: responsibility cannot be avoided during the handover.
Rule 6 — Safe Speed: confirm the vessel remains at a safe speed for the conditions.
Rule 7 — Risk of Collision: check targets, CPA/TCPA, radar/ARPA information, and developing risks.
Rule 8 — Action to Avoid Collision: any avoiding action already underway must be fully understood before handover.
Strictly speaking, the detailed handover procedure comes from STCW Code, Section A‑VIII/2 (Watchkeeping), not a separate COLREG rule. The watch should not be handed over if the relieving officer cannot safely assume it.
