In 1968 the Dutch set one block of drained seabed aside for factories, then never built them. The clay was too soft, too wet, too far below sea level — so the state wrote it off and walked away. Fifty-eight years later that rejected industrial site is a Ramsar wetland, held the first white-tailed eagle nest in Dutch history, and once carried 5,230 large grazing animals. Nobody dug it out.
