Where is the 27% NC-OBC reservation in IIM Shillong’s admission process? CAT’s official framework recognises NC-OBC reservation and says the applicable Central Government List is binding. But when you open IIM Shillong’s PGP 2026–28 admission policy, the published social-category structure shows: EWS — 10% ST — 7.5% SC — 15% Others — 67.5% So where is the separate NC-OBC category? At first glance, this may look contradictory. But the complete legal story is more complicated. In this video, I examine the documents — not just opinions. We discuss: • IIM Shillong PGP 2026–28 admission policy • CAT reservation rules and the Central Government OBC List • NC-OBC — 27% • IIM Act, 2017 and Section 8 • Why IIMs are treated as Central Educational Institutions for reservation law • The special statutory framework applicable to parts of the North-East • The Supreme Court’s Manipur University example • Historical Parliamentary records relating to IIM Shillong • Why “Meghalaya has no OBC” is not a sufficiently precise explanation • What happens to an all-India CAT candidate with a valid NC-OBC certificate • Admissions vs recruitment reservation at IIM Shillong • The difference between a possible legal exception and a transparency problem • The three questions I believe IIM Shillong / the concerned authorities should answer clearly The central question of this video is NOT whether reservation is right or wrong. The question is: If a different legal framework applies to IIM Shillong, what exactly is that framework — which section, notification, order and calculation currently govern the admission structure? If the rule is different, the rule should be clear. Watch the complete video before reaching a conclusion. ━━━━━━━━━━━━━━━━━━━━ CHAPTERS 00:00 - The 27% Question 01:50 -IIM Shillong’s PGP 2026–28 Policy 02:52 - What CAT Says About NC-OBC 04:00 IIM Act 2017 & Section 8 04:36 The North-East Legal Exception 05:39 Supreme Court & Manipur University 06:29 The Parliamentary Record 07:24 What Is the Current Legal Basis? 07:32 Meghalaya & the Central OBC List 08:00 The All-India Candidate Question 08:52 Admissions vs Recruitment 09:59 The Real Issue: Transparency 11:11 One National Exam, Different Legal Treatment? 11:58 What Exactly Is Applicable? 12:58 Three Questions for IIM Shillong 13:53 Rules, Law & Transparency ━━━━━━━━━━━━━━━━━━━━ Think CAT — Think AzuCATion For CAT preparation, profile mapping, mocks and mentoring: AzuCATion WhatsApp: 9905050159 #IIMShillong #CATOBCReservation #NCOBC #CAT2026 #IIMAdmission #CATReservation #IIM #MBAAdmissions #AzuCATion
