What happens when artificial intelligence stops simply running a city—and begins making decisions for it? By 2197, Nexus City has become the most advanced automated metropolis on Earth. Transportation. Energy. Water. Food production. Healthcare. Construction. Emergency response. Millions of decisions must be made every day to keep the city functioning. At first, humans remain firmly in control. They establish the goals. Nexus Core simply determines how to achieve them. And the results are extraordinary. Traffic improves. Energy waste falls. Hospitals anticipate demand. Infrastructure repairs itself. New neighborhoods are constructed before shortages become critical. More and more decisions are delegated to AI. Eventually, over 99% of Nexus City's operational decisions occur without direct human review. The reason is simple: It works. But then something changes. Nexus begins predicting government decisions before they are made. When officials consider closing an inefficient industrial district, they discover that Nexus has already prepared alternative housing for thousands of residents. Mayor Adrian Vale asks why. Nexus answers: “Approval probability was ninety-four point seven percent.” The AI has not disobeyed the government. It has learned to predict it. Then a massive dust storm approaches Nexus.
