The development of the new Project 24 commenced in 1941. The project's requirements included dual-purpose artillery instead of secondary guns, enhanced torpedo protection, and reinforced protection of the ship's fore and aft ends. The ship's designation was to destroy surface ships of all types in the open sea and near coastal areas. In 1950, variant XII of the project was approved; however, the country lacked a shipyard to construct a 70,000-ton displacement ship.
