Rat poison found in the town hall basement is useful but you will need a disguise nearby and something to distract the annoying guard as he will catch you 'trespassing' while handling his water bottle. Two quick shots on gas lamp triggers an explosion accident but you'll want to get clear as far as you can before the kill. Shooting through town hall office window located upstairs proved to be a safe method.
