Pleating a kilt to the sett or to the stripe changes the visual appearance of a kilt, but not its basic structure. Pleating to the sett does demand a bit more skill by the kilt maker due to the fact that each pleat is different and exposes a different section of the tartan; whereas when pleating to the stripe, all pleats are identical in appearance.
