It represents the uppermost reach of the Tennessee Valley Authority's most ambitious vision: a string of nine dams transforming a wild, unpredictable river into a engineered corridor of navigation, flood control, and electric power. In the 1930s, the Tennessee Valley faced chronic poverty, devastating floods, and communities without electricity. Franklin Roosevelt's TVA was an audacious experiment in what government could accomplish.
