Sara Duterte Impeachment Trial Day 30 LIVE: Philippine Senate lowers threshold for VP conviction | Philippines Senate LIVE | CNBC TV18 MANILA, Philippines – MANILA, Philippines – The Philippine Senate, sitting as an impeachment court, yesterday lowered the number of votes needed to convict Philippine Vice President Sara Duterte, reducing the threshold prosecutors must clear to secure a guilty verdict. The court ruled that only senator-judges that are able to participate in the trial should be counted when determining the threshold for conviction. Four of the 24 senator-judges have been unable to participate in the proceedings and cannot vote. The constitution requires a two-thirds vote to convict an impeached official, so the decision means prosecutors need 14 votes instead of 16 to gain a conviction. The decision could have broader implications if more senator-judges become unable to participate in the proceedings. Escudero reminded both the prosecution and defence to observe the impeachment court’s sub judice rule, warning that violations could lead to sanctions. The ruling came after prosecution counsel Amando Ligutan appeared before the court to explain a Facebook post that the defence claimed commented on the proceedings. Under Rule 18 of the impeachment court’s rules, a first violation could result in a public reprimand and stern admonition, while subsequent violations could carry a fine of up to ₱30,000 and, when warranted, restrictions on a lawyer’s participation in the proceedings.
