UK Home Secretary Shabana Mahmood has defended the government’s revised earned settlement proposals in the House of Commons, setting out new qualifying periods for indefinite leave to remain (ILR) while facing criticism from opposition MPs and members of her own party. Under the proposals, most migrants will face a 10-year route to settlement, while people earning more than £50,000 and certain public-service workers may qualify through faster routes. The highest earners and people arriving through specified talent schemes could apply after three years. The government has also announced transitional arrangements for social care workers who arrived before May 2025. Those who met their visa conditions, including the stated £25,000 annual earnings requirement, will retain a five-year settlement route. Others will be offered the opportunity to apply for a new five-year care visa and seek work with a legitimate employer. The proposals also set out a 20-year qualifying period for refugees who did not arrive through designated safe and legal routes, with an additional 10 years for those entering by illegal methods such as small boats. Work or study could allow some refugees to qualify earlier. Shadow Home Secretary Chris Philp accused Mahmood of watering down her earlier plans, while MPs raised concerns about retrospective changes, fairness to lower-paid workers, the impact on families, and the contribution of migrants to public services. Mahmood defended the changes, saying settlement rules are assessed at the time of application and decision. The Home Secretary said the changes will begin through immigration rules from December and be implemented during 2027, with further guidance and impact assessments to follow. The parliamentary session also included a separate proposal by MP Graham Downie for a strategy to recycle decommissioned Royal Navy submarines. He highlighted work on HMS Swiftsure at Rosyth and called for a published timetable and long-term plan for submarine recycling.
