Because, his C2 is really nice for damage increase (at least for me personal and if only i can have his Drone aka his sign weapon). Why Stellar-Conduct? Because why not? He just visit Barbeloth at Luna 8 and since 7.0 he finally can do DPS without any conflict with Sandrone (at least Cryo Traveler can do quick swap DPS). While the 2nd one... Arlecchino C2 is so scary that i remember she actually need few seconds to take her X-mark in C0-C1 for unleash her DPS. Kazuha, Xilonen and Bennet are there for give Arlecchino huge boost damage especially at Chamber 2.
