The Driggs City Council met Tuesday, October 6, 2026 at Driggs City Hall for its regular meeting. The mayor was absent and Council President Allison Michalski chaired. The open session ran just under two hours.
Early in the meeting, a councilmember asked to remove item 3E, the statement of decision for Altitude Business Park, from the consent agenda. A motion to remove it failed on a 2-2 vote, and the consent agenda was set aside so the city attorney could review the question. The council returned to it at the end of the meeting, approved items A through D, and voted on item 3E separately; it passed 3-0 with one abstention.
Teton Valley Housing and city planning staff presented an update on the city's voluntary housing program. The council held two public hearings, neither of which drew public testimony: it adopted the FY2027 fees and fines schedule, and approved the Ross Avenue zone change for the Price family (ZC26-1) with five conditions, with one councilmember recused.
On action items, the council directed staff to prepare an intergovernmental agreement and ordinance to collect Teton County's emergency management and sheriff impact fees at 70% of the county's maximum fee. It approved a $147,000 contract with Altura for wastewater treatment facility administrative services, 3-1, after a councilmember read a written objection to the selection process into the record. It approved a Hertz rental car concession at the airport, tabled a lease for Apex Private Chef, and approved an amended employee holiday schedule.
The recording begins at the call to order and is unedited. It ends as the council entered executive session under Idaho Code 74-206, which is closed by law; the recording does not include anything that happened after the council came out of executive session. Nothing inside the open session has been cut.
