Liberty City Customs & new Personal Vehicle system (Liberty Tweaks)

Overhauled the pay 'n' spray overhaul! This merged the personal vehicle and vehicle buffs feature all into the pay 'n' spray now for a more authentic experience. Plan on adding the remote-control options from GTAO. That allowing the player to open the car doors, turn lights/engine on, etc. Should be good for people who like to get natural screenshots, without using a trainer. There are some more balance tweaks too. Your weapon stash doesn't get cleared if your vehicle explodes currently and neither does your vehicle. Your weapon stash also spans across all Personal Vehicles rather than just one. Eventually, if your vehicle gets destroyed, you'll have to pay an insurance fee to get it back (and this may happen to your weapon stash too, so there's some actual fear in losing a vehicle) side note, i ended up rendering the video with a different editor so the FPS looks poopy.
