The investigation also raised questions over the 16.10 lakh appeals filed against voters who had been retained after judicial scrutiny in West Bengal. Another Indian Express investigation reported on the Goa case involving 97 voters, where EROs reportedly found the voters eligible but the software did not provide an option to add them to the electoral roll. The West Bengal SIR controversy has also involved the deletion of voters, appeals against those decisions and continuing Supreme Court scrutiny. The larger issue is how electoral-roll decisions are made, what role the Election Commission's software systems play, and how statutory powers of election officials interact with those systems. The video also comes in the context of the Chief Election Commissioner and Other Election Commissioners Act, 2023, including Section 16, which provides protection from civil and criminal proceedings for certain acts done in the discharge or purported discharge of official duty.
