The Yurikamome runs through the Tokyo Waterfront City, but actually, only the Tokyo Metropolitan Government calls it the Tokyo Waterfront City; Tokyo residents refer to the area across the Rainbow Bridge as "Odaiba."
Odaiba is not an island made from collected garbage, but rather a maritime fortress constructed by the samurai government in 1853 when Commodore Perry and his U.S. fleet arrived seeking trade. He employed gunboat diplomacy. While 11 to 12 gun batteries were planned, construction was halted after only 7 batteries were completed due to the signing of Japan–US Treaty of Peace and Amity.
Later, Odaiba came under the jurisdiction of the Imperial Japanese Army, but as the range of artillery fire increased, the fortresses protecting Tokyo were moved to places like Jōgashima, and Odaiba was transferred to the Tokyo City government in 1912 and became a park.
Please watch the following video for more information about Jogashima.

Although Odaiba eventually disappeared as part of reclaimed land, during World War II it served as an anti-aircraft gun position, fighting against B-29s and P-51s of the United States Army Air Forces. Nearly a century after its construction, Odaiba fulfilled its mission of defending Tokyo.
After the war, the area was once again turned into a park. The larger island (the 3rd Battery) was connected to the mainland and became a park for humans, while the smaller island (the 6th Battery) was given to birds. Currently, this island is ruled by Great Cormorants, and humans are prohibited from entering.
