Mosul Dam in Iraq was built on a foundation containing water-soluble gypsum — rock that can dissolve when water moves through it.
That means engineers have to keep drilling, grouting, and monitoring the foundation to help protect the dam.
In 2016, the U.S. Army Corps of Engineers joined Iraq and Italian contractor Trevi in a massive stabilization effort involving thousands of boreholes, hundreds of miles of drilling, and millions of gallons of grout.
But why can the work never truly end?
