Rapid City Police Department deployed the WRAP safety restraint system while apprehending a suspect Saturday evening. photo courtesy of safetyrestraints.com Reports of an intoxicated individual causing a disturbance on East St. Patrick Street was received around 7 p.m. Saturday evening. Police were able to locate a male, later identified as 45-year-old Russell Steele of Rapid City, who matched the description of the suspect a few blocks away from the initial disturbance.
