Conocarpus, the 18th Constitutional Amendment, and the Right to Know. Who is accountable for Pakistan’s environmental decisions?
In Episode 5 of Impact Chronicles Media, Aysal Elham examines the Ministry of Climate Change and Environmental Coordination’s response to an RTI request concerning Conocarpus plantations, national plantation programmes, environmental research, policies, funding and monitoring records.
The Ministry referred to the transfer of forestry responsibilities to the provinces following the 18th Constitutional Amendment. But what about records held by the federal government itself?
This episode explores the questions of federal accountability, provincial responsibility, environmental evidence and citizens’ right to access public information. The matter is now before the Pakistan Information Commission.
Our objective is not to prejudge any institution, but to ask evidence-based questions and promote transparency, scientific assessment and informed environmental decision-making.
