TL;DR: This is the Rock Band Network 1.0 chart, presumably created by someone from the label in '09-10, and not the aborted 2012 chart by Harmonix. For years, a legend circulated that this track was intended for release as part of the old Rock Band Network pipeline, but as we all know, it never saw the light of day. After more than a decade and a half, we can finally see, at the very least, what it was supposed to resemble. It may be quite safe to assume that this chart was never actually finished, as this file has several glaring errors on drums and vocals. At a glance, you can clearly see that every single tom is charted as a cymbal. This isn't actually due to laziness; RBN 1.0 did not actually support Pro Drums, and so every RBN1 drums chart played on RB3 came out the same way unless you had those ancient RB Harmonies Project upgrade files. Aside from that, snare flams are either not charted at all or charted as two consecutive hits, in the style of Rock Revolution. Vocals mostly look like a chart from GH World Tour, with terrible pitch tracking and awful syllable separation; later notes lack lyrics entirely, further indicating that this chart may never have been finished. I cannot speak much for guitar and bass, but it does have a notable difference; the outro actually charts the lead guitar instead of the rhythm one, unlike GH5, which buried the lead one quite deep in the mix during that part. Not shown is the video is the song selection menu, which actually uses the song's single art and not the proper one from the actual Mellon Collie album. It is worth noting that this is NOT the chart intended for release on the infamous "Drive week". If you don't know that, let me explain: In 2012, Harmonix were already winding down DLC releases and sticking mostly to three-packs when, on June 12 of that year, they released only one track; "Drive" by Incubus, which did not have a Pro Guitar/Bass upgrade and was certainly not an iconic enough song to warrant such a solitary release on such an ordinary day. Years later, leaked X360 Marketplace entries revealed that the two tracks intended to release alongside that one were: this very track, re-charted by Harmonix, and "1979" by the same band, the latter of which would have gotten a Pro G/B upgrade; however, our favorite bald guy pulled the license at the eleventh hour, and thus "Drive" had to come out as the entire catalog's most awkward release.
