It was most likely created sometime around 1915 by Constantino Ribalaigua from the La Florida/El Floridita Bar in Havana. It was also most likely named after Cuban President Mario García Menocal. As the cocktail became popular in the United States, a dry vermouth became the standard for recipes but the original Presidente Cocktail from Cuba was made with a Comoz Blanc Vermouth.
