After the Omi Alliance conflict, Kazuma Kiryu leaves the Tojo Clan in Daigo Dojima's hands and moves to Okinawa with Haruka. There, he spends his days running Morning Glory, an orphanage tied to his foster father, Shintaro Kazama. However, a government-sponsored resort deal threatens his newfound peace. Morning Glory is caught in the crossfire, a Tojo Clan succession dispute erupts, and a conspiracy engulfs the political world.
