𝗧𝗛𝗘𝗥𝗘 𝗜𝗦 𝗡𝗢 𝗦𝗨𝗖𝗛 𝗧𝗛𝗜𝗡𝗚 𝗔𝗦 “𝗔𝗖𝗤𝗨𝗜𝗧𝗧𝗔𝗟 𝗕𝗬 𝗗𝗘𝗙𝗔𝗨𝗟𝗧.” Even if only 20 senators participate, the constitutionally required 16 votes to convict may still be obtained. The absence or non-participation of four senators does not automatically result in acquittal. What matters is whether the prosecution ultimately secures the required 16 concurring votes. If 16 vote to convict, there is conviction. If fewer than 16 vote to convict, there is no conviction.
