NFL Football '94 Starring Joe Montana (Genesis)

If i could figure out how to pass this game would be fantastic. Every other aspect about it is so cool, but throwing the ball feels impossible. It vastly improved over 93 in every way except the passing game. Is it me, or is it a known problem?
