You budgeted for monthly HOA dues, then a surprise special assessment arrived. One Torrance condo owner reported more than $49,000. A surprise bill is usually one of three things: a shared cost that really jumped, a cost that was always coming because reserves were too thin, or a charge with no documented authority. The reserve page, the budget and the governing documents tell you which.
We cover two California condo assessments (Torrance and San Clemente, reported by owners, still disputed), Florida's reserve and lien notice rules, Idaho and Maryland attorney general actions over improper fees, and a three-page file to trace your own bill.
US examples; rules differ by state and association type. Educational · not financial or legal advice.

Are HOA dues and special assessments the same?
No. Dues pay ongoing costs and may fund reserves. A special assessment is a one-time charge for a specific shortfall, and it needs authority under the association's documents and local law.
Should you stop paying a disputed HOA assessment?
Read the notice and its deadlines first. In Florida an HOA must send a 45-day written demand before a lien; one California HOA attorney said owners generally pay first, then dispute. Get qualified help if a lien is threatened.
