Shenyang, formerly known as Shengjing and Fengtian, is a prefecture-level city, the provincial capital, a sub-provincial city, a megacity, and the core city of the national-level Shenyang Metropolitan Area in Liaoning Province. Approved by the State Council, it is an international comprehensive transport hub and a key central city in Northeast China, as well as China’s major industrial base and advanced equipment manufacturing base. As of 2024, the city administers 10 districts, 2 counties, and 1 county-level city, covering a total area of 12,860 square kilometers with a permanent population of 9.243 million. In 2024, Shenyang achieved a regional GDP of 902.71 billion yuan, a year-on-year increase of 5.2%. Located in southern Northeast China and central Liaoning, Shenyang is home to the headquarters of the Northern Theater Command of the Chinese People's Liberation Army, the Shenyang Joint Logistics Support Center, and the Second Circuit Court of the Supreme People's Court of the People's Republic of China. It serves as the political, economic, cultural, and commercial center of Northeast China, and an international comprehensive transport hub linking the Belt and Road Initiative with Northeast Asia and Southeast Asia. A national historical and cultural city, Shenyang is the cradle of the Qing Dynasty, honored as "Birthplace of a Dynasty, Imperial Capital of Two Generations". In 1625 (the 5th year of Tianqi reign of the Ming Dynasty), Nurhachi, Emperor Taizu of the Later Jin, moved the capital here. Hong Taiji built Shengjing City and founded the Qing Dynasty here, elevating Shenyang to Shengjing Imperial City, one of the two capitals of the Qing Dynasty, and establishing its status as a central city in Northeast China. After the founding of the People's Republic of China, Shenyang became a key national heavy industry base focused on equipment manufacturing, earning the reputations of "the Equipment Department of the Republic", "the Eldest Son of the Republic", and "Oriental Ruhr". Shenyang was the main competition venue for the 12th National Games of the People's Republic of China. It holds numerous national honors, including National Civilized City, National Environmental Protection Model City, National Forest City, National Garden City, National Health City, National Logistics Hub, one of China’s Top Ten Ice-Snow Tourism Cities, and one of China’s Happiest Cities. In October 2024, the State Council approved the Shenyang National Territorial Spatial Master Plan (2021–2035), upgrading Shenyang’s urban positioning to an international central city in Northeast Asia.
