Sensor Tower Pulsing (PatchesSC Versus Mod)

The Sensor Tower has been changed to "pulse" in 3.5s intervals, meaning it reveals units for 3.5s, and is then offline for 3.5s. All sensor towers pulse at the same time, and to visually indicate when a tower is active, the outline of the ring turns red, and a pulse animation plays on the Sensor Tower.
