Import Tuner Challenge recomp - Unlocked FPS & 4k test

Added resolution scaling, fixed the light bloom issue and optimized the renderer a bit more. You can see some UI bugs in this test, pause menus run too fast in races as the timer for those still hasn't been found, doesn't stop the game from working though. The game now takes arbitrary resolutions, with a width and height parameter, rendering stays at 16:9 though so if you try 21:9 (or 4:3 if you're a real gamer) you'll get black bars. Test system is a 9800X3D and 7900XT, with 32GB of RAM. Also tested on the steam deck, it hovers around 60 on that with some drops. The video was recorded at 1080p because OBS killed my framerates at anything higher. https://github.com/Spooky098529/ITC-Recomp
