A Hole Watcher (also known as a Confined Space Attendant) is responsible for ensuring the safety of personnel working inside a confined space such as a tank, vessel, pit, or manhole. Their primary responsibility is to monitor the safety of the entrants and initiate emergency response if needed.
🔧 Key Responsibilities of a Hole Watcher:
1. Pre-Entry Checks
Ensure a confined space entry permit is in place and valid.
Verify that the space has been properly ventilated, isolated, and tested for hazardous gases.
Confirm that personal protective equipment (PPE) is being used as required.
Ensure lockout/tagout (LOTO) procedures are followed.
2. Continuous Monitoring
Remain outside the confined space at all times during entry operations.
Maintain constant communication with personnel inside (visual, radio, or verbal).
Monitor for signs of distress, unusual behavior, or hazards (gas, fire, low oxygen, etc.).
Ensure that atmospheric testing continues as required (e.g., for oxygen, flammable gases, toxic vapors).
3. Emergency Response
Never enter the confined space in an emergency—initiate rescue procedures.
Immediately alert the rescue team and emergency services if there's a problem.
Operate emergency equipment (e.g., retrieval systems) if trained and instructed.
4. Documentation & Communication
Keep a log of personnel entering and exiting the confined space.
Ensure all entrants are listed on the entry permit and have signed in.
Report any unsafe conditions or incidents to the supervisor or safety officer.
5. Authority to Stop Work
If unsafe conditions arise, the hole watcher has the authority and responsibility to stop work immediately and initiate corrective actions.
🛑 What a Hole Watcher Must Not Do:
Leave the post unattended while someone is inside the space.
Enter the confined space under any condition unless trained and authorized as part of a rescue team.
