The newly released Step Up Hibari has arrived in One Piece Bounty Rush, and… she might be one of the strangest characters we've seen in a while. 😂 Hibari is a Light Element Runner whose entire playstyle revolves around reducing the enemy team's ATK rather than actually dealing damage herself. And when I say she doesn't deal damage, I mean it — none of her skills are designed to attack the enemy at all! She has a total of three skills, yet every single one is focused on supporting her team and lowering the enemy's attack. Her ATK reduction can reach a maximum of 30%, which can improve the survivability of your team, but outside of that, her overall impact is extremely limited. She can become somewhat tanky, but with such a defensive and passive kit, Hibari feels much more suited to being a support character than a serious threat on the battlefield. Most players will probably end up using her mainly for support anyway. For this gameplay, I'm going FULL DEFENSE with Hibari. Since she cannot deal damage through her skills, investing heavily into ATK feels pretty pointless. Instead, I'm using maximum Defense medals to take advantage of her ability to increase DEF by around 50% and maximize her survivability.
