Toyota Hiace Low Power - intermittent concern - 3.0L Turbo Diesel

Today we get a Hiace in that had a complaint of low power intermittently. Recently the vehicle had a turbo replaced and the assumption was a possible turbo issue by the customer. However using a logical process, we got to the root of the concern.
