What does it take to move from poverty alleviation to poverty eradication?
This panel brought together senior government leaders and policy experts to explore how Indian states are reimagining social protection as a pathway to dignity, agency, and long-term economic inclusion.
The discussion highlighted three distinct yet interconnected approaches:
• Kerala's experience with its Eradication of Extreme Poverty Programme
• Andhra Pradesh's evolving Zero Poverty Programme
• Uttar Pradesh's vision through the Zero Poverty Abhiyan
Rather than viewing welfare as a short-term safety net, the conversation focused on designing citizen-centred systems that support families on their journey towards sustainable livelihoods and improved quality of life.
Speakers:
• Smt. Sarada Muraleedharan, Former Chief Secretary, Government of Kerala (Opening Address)
• Dr. Joy Elamon, Chairman, DevSolve; Former Director General, KILA
• Shri Alok Kumar, Principal Secretary, IT & Planning, Government of Uttar Pradesh
• Shri Amit Singh Bansal, Special Secretary, Planning, Government of Uttar Pradesh
• Shri Anant Shankar, Joint Secretary, Planning, Government of Andhra Pradesh
• Dr. Rahul K. Sharma, Director, Research & Impact, Indus Action (Moderator)
The session explored how governments can move beyond fragmented welfare delivery to build integrated, citizen-focused systems that empower people to move from survival to self-reliance.
