Level 1 Fighter Tier List | Which Ones Are Actually Worth Playing?

If you’re new to the game: everyone starts at level 1, and you can only play fighters and weapons at or below the current level. That makes your level 1 fighters the only bodies you have on the board early on. They protect your boss, they get your first attacks in, and they decide how the first few rounds go before the bigger stuff comes down.
