How does it work? - Mocal thermostatic sandwich plate

Mocal thermostatic sandwich plate for connecting an oil cooler. Why is the thermostat open when cold? Nothing seems to block the flow to the oil cooler? How is this thing working? Sorry about the camera shake. Moving my arms apparently caused the table to vibrate the arm the camera was mounted on.
