Tank Battles #11 - REACTOR

New event: REACTOR! I'm really excited for this one as I spent a lot of time getting the visuals right. Main Tank Big Turret base range reduced from 30 to 20 units. Range now increases by 2 every level instead of 5. Adjusted optimal ranges for tanks. Optimal range is the distance that a tank tries to maintain from an enemy when engaged in combat. Optimal range is now based on the tank's turret range which scales with level instead of being a fixed number for each tank. This change increases the range that Basic Tanks will fight at, so Basic Turret range has been slightly reduced to prevent them from becoming absolute snipers. Events now have some info displayed while active Restored Lifesteal's siphon amount to 20% at level 1, 60% at max level.
