𝗣𝗢𝗟𝗜𝗖𝗘 𝗖𝗟𝗘𝗔𝗡𝗨𝗣: Officers Get Hands-On at Homeless Encampment on Santa Monica Beach

SANTA MONICA, Calif. — Santa Monica police officers assigned to the Homeless Liaison Program assisted with the cleanup of a homeless encampment on Santa Monica Beach on Wednesday morning, Oct. 7, 2026. During the operation, one man was detained in handcuffs and issued a citation for having glass on the beach. Officers called for beach maintenance assistance. A maintenance worker arrived shortly afterward and began cleaning the area, with officers also helping gather material scattered across the sand. Wearing gloves, officers collected items into large plastic bags, while one officer used a shovel during the cleanup. Blankets, clothing, bags and other belongings were spread throughout the encampment. People at the site also gathered their possessions as the cleanup proceeded. Santa Monica Municipal Code Section 4.55.250, titled “Beach—Glass containers,” prohibits possessing or using glass containers on any public beach, regardless of whether they contain alcohol. The Police Department’s Homeless Liaison Program, commonly called the HLP Team, is a dedicated unit that works with people experiencing homelessness. According to the city, its responsibilities include outreach, connecting individuals with services and enforcing applicable municipal and state laws when necessary. The team works alongside organizations such as The People Concern and the Salvation Army. The program also coordinates with city departments and mental health personnel to connect people experiencing homelessness, substance use issues or mental health crises with appropriate city or county services.
