Registered savings groups in Rwanda held more than RWF 43.4 billion by May 2026—but a parliamentary review highlights continuing challenges in registration, financial management and the safety of members’ savings.
This Rwanda Updates report examines findings presented to the Chamber of Deputies on 29 October 2026 concerning ibimina, community savings and lending groups.
According to figures shared with Parliament, 10,406 groups nationwide had registered by 13 May 2026, holding approximately RWF 43.42 billion in savings.
A separate review covering 15 districts identified 60,548 groups with combined savings exceeding RWF 29.14 billion. Of these, 7,256 registered groups held approximately RWF 14.94 billion—about 51% of savings recorded in those districts.
The report explores:
Registration barriers: limited digital skills, insufficient equipment, lengthy online forms and internet interruptions.
Concerns about taxation: reports of fears that registration would lead to taxes, identified as a barrier to participation rather than a confirmed tax requirement.
Money kept at home: risks of theft and fire where groups store cash in household boxes.
Management gaps: limited training, incomplete accounting records and difficulties recovering loans.
Proposed improvements: simpler digital registration, stronger leadership capacity and a development plan requested from MINECOFIN within three months.
How can Rwanda strengthen ibimina while making registration easier and protecting members’ savings? Watch the full report for the figures, parliamentary concerns and proposed next steps.
