Russia doesn't fight this war with crude oil. It fights with what crude oil becomes — diesel, gasoline, jet fuel. Every tank, every truck, every aircraft depends on refined fuel. Perm is Russia's seventh-largest refinery. It processes 252,000 barrels a day. And it's not alone — Reuters reports Ukrainian strikes have already cut Russia's total refining throughput by nearly 30 percent.
