In 1969, an American oil company was about to give up on Norway. It drilled one more well, mostly because the rig was already paid for, and struck one of the biggest offshore oil finds of its time. Today Norway's oil fund is worth more than 22,000 billion kroner, about four million kroner for every person in the country. Plenty of countries have found oil. Few kept anything. This is the story of what Norway did differently: the ten oil commandments, a state oil company called Statoil (now Equinor), a fund that sat empty for six years, and a rule that says spend only the return. 0:00 The last well 1:07 Luck 2:00 The ten oil commandments 3:23 The Mongstad scandal 4:13 A fund for the oil money 5:22 The rule 6:14 Britain, Nigeria, Venezuela 7:33 The giant 8:48 From Statoil to Equinor 10:20 The why behind Norway's oil Sources (also shown on screen): Norsk Oljemuseum / industriminne.no (Ekofisk, 1969–1971) · GeoExPro (Max Melli recollection) · Norges geologiske undersøkelse (1958) · Storting (1971) · St.meld. nr. 25 (1973–74) · NTB / Aftenposten (Nov 1987) · The Economist (26 Nov 1977) · Norges Bank / NBIM (fund history; 2017 and 2024 milestones; half-year report 2026) · Norwegian Ministry of Finance (fiscal rule) · Equinor archive (18 Jun 2001) · Equinor annual report 2025 and shareholder register · Natural Resource Governance Institute (Manley & Myers, 2015) · Sala-i-Martin & Subramanian, IMF/NBER (2003) · IMF (2019) · Storting (Nov 2025) · NOU 2026: 11 (Oct 2026) · US Interior Dept./BOEM and empirewind.com (2025–26) · World Bank (May 2026) · Øystein Olsen, BIS (Mar 2018) · Nicolai Tangen, NBIM Arendalsuka speech (Aug 2026) Footage: Storyblocks.
