CAVEATS: a) Untradeable collection log items ARE locked. b) Piecemeal items (i.e. Voidwaker) require ALL components AND the finished product to be unlocked. c) Unlocking a potion unlocks ALL doses, however as a result they are 4x rarer (since only 1 copy is present, rather than all 4 doses).
