A 20-Year Yolŋu-Led Vision for Strong, Sustainable Homelands The Marthakal Master Planning Strategy is a long-term, Yolŋu-led roadmap for the future of Homelands in North East Arnhem Land. This 20-year strategy, delivered through 3-year cycles and annual operational plans, brings housing, health, ranger programs, economic development, infrastructure, and governance into one integrated vision. Grounded in Yolŋu ROM (law), Both-Ways learning, and the Social Determinants of Health, the plan recognises that people thrive when they can live, work, and practice culture on their own clan estates. Homelands are not an add-on to policy — they are central to Closing the Gap. The strategy strengthens housing and essential services, supports ranger-led land and sea management, builds participatory economies, and embeds strong governance and accountability.
