It is being financed with a massive Russian state loan, designed with Russian reactor technology, built by Russia’s state nuclear company, supplied with Russian fuel, and supported by Russian training and maintenance for years after it opens. In other words, Egypt’s latest strategy for securing its energy future is to tie an exceedingly sensitive piece of national infrastructure…to Moscow. And that, suffice to say, raises some broader questions. But the biggest is this: is Africa witnessing the dawn of a new era in true energy independence, or not?
