Phoenix operates on a diversified water portfolio — sometimes called a "four-legged stool" — built on surface water managed by the Salt River Project, Colorado River water delivered through the Central Arizona Project, recycled water (nearly 90% of municipal wastewater is treated and reused for cooling, irrigation, and aquifer recharge), and underground aquifer reserves banked specifically for drought years.
Here's the part that surprises most people: despite decades of population growth, Phoenix uses less total water today than it did in the 1950s. That's the result of land shifting away from water-intensive flood-irrigated agriculture toward efficient residential development, paired with modern conservation — high-efficiency appliances, drip irrigation, desert-adapted landscaping.
