The vision: Pasay Eco City
PHCC, a wholly-owned subsidiary of Quadruple-A contractor Ulticon Builders, Inc., describes the project as part of the “Pasay Eco City Grand Vision” — a sustainable, eco-friendly, and world-class metropolis. The master plan calls for two islands totaling 650 acres, divided into seven interconnected districts.
The city is not yet finished, but the intent is clear. Pasay is building not just land, but leverage — a way to turn water into wealth, and congestion into a skyline.
SM Prime Reclamation refers to the large-scale land reclamation project in Manila Bay led by SM Prime Holdings, Inc. in partnership with the Pasay City government. Locals often call it "SM Prime 360" or "Pasay Harbor City."
Project Basics • Size: 360 hectares of new land in Pasay City's municipal waters, connected to the existing Mall of Asia Complex • Structure: Public-Private Partnership (PPP). Pasay City provides rights to reclaim; SM Prime handles construction. Pasay gets 51% of the reclaimed land, SM Prime gets 49% •
The reclaimed area will expand the MOA Complex into a mixed-use "SM Prime 360" district with:
• World-class mall, offices, residences • Entertainment arena, 5-star hotel, convention center • Smart-city and climate-resilient features for livability and mobility
