Powermate Generator Flooding and Tecumseh Governor Surging - Fixed

Got a good deal on this Powermate generator. It is powered by an 11 horse Tecumseh engine. It will not start, leaking gas and when finally running is surging badly. Definitely need to go through the carburetor and adjust the governor linkage.
