Is this Wigan's silent nod to the late great Fred Dibnah?

Mr H hot off the school run takes a bimble to Haigh Woodland Park in Wigan to take a look at one of the information boards that helps visitors find their way around the park and features a small character on one of the attractions that looks suspiciously like the late great Bolton Steeplejack Fred Dibnah.
